About Me
Concept-To-Complete Projects has been in passive development for several years. In 2025, the company was incorporated by Thomas Fontaine, P.Eng., PMP as the Founder and CEO.
After attending the University of New Brunswick and obtaining a Bachelor of Science in Civil Engineering, Tom moved to Vancouver to pursue complex building projects and to gain valuable experience in the fast-paced industry. After relocating to Halifax in 2018, Thomas continued to demonstrate project and team leadership in both the private and public field. With nearly eighteen years experience in the building design and construction industry in the highly competitive Vancouver and Halifax development markets.
From an on-site Construction Manager for a K-12 school, to the lead PM for high profile law firm fit-up, a government Project Manager for $100M school build, a government manager of Engineers and Architects, or a Director for a Dartmouth-based construction firm, Tom has the experience to bring your project to reality.
Tom feels the time is right to create a company and help train the market on best practices for building design and construction, while also advising clients with specific project issues to be solved.
When Tom isn’t hyper focused on the built environment and how to be more efficient, he enjoys spending time with his wife and two children, doing puzzles, playing games & music, and learning new things. A little nature walk or quick trip to the beach is one of his favourite things. He also is an avid sports person, running in half-marathons, 10k road races, along with softball, hockey, and snowboarding.

Tom’s experience spans from coast to coast, literally!
From projects in Bedford, Kentville or Bible Hill, to Vancouver, Burns Lake or Castlegar, Tom’s extensive experience working in both the British Columbia and Nova Scotia design and construction industries provides a unique lens on best practices to get projects built.
Early projects with StructureCraft Builders taught him the complexity of design and construction of mass timber with very rigorous architectural details.
After moving to a more standardized Construction Management and Design-Build model at Omicron Construction, Tom quickly gained valuable experience working directly on site and developing an understanding of design-build sequencing and sustainable practices.
